Yard Debris and Grass Clippings on Town Streets and Sidewalks

As the spring mowing season commences, the Town of Franklin wishes to remind citizens that there is an ordinance prohibiting yard debris and grass clippings on streets and sidewalks. 

In response to safety concerns regarding debris on sidewalks and in roadways, the Town Council passed an ordinance in 2025 that allows for regulation and enforcement of yard debris and grass clippings that are left on or blown onto town streets and sidewalks.  

When yard debris and grass clippings are left on sidewalks or blown into streets, there is potential for materials to get into the stormwater drains blocking them and causing water sheet flows to be rerouted and result in run off and flooding issues. Grass and debris also cause significant risk to cyclists, motorcyclists and pedestrians including reduced traction, visibility issues and potential for accidents. 

The Town of Franklin encourages all residents to keep yard debris within their own yards and to cut grass in a way that keeps clippings on their property and to blow any clippings back from the street and off sidewalks.
